Intenational Regulator: Will it be Possible?

IF there can be International Airport Authority to Supervise the air trafficking, In-terpol for international policing. Why cannot we hope to have an International satellite Broadcasting Authority on the same lines?
Globalisation of economy has compacted the distances across the countries in such a way that whole world is a global village. The euphoria has been catalyzed by the technological advances. The provision of satellite-telephony, video-conferencing, hotline, as well as the Internet has made people from deferent parts of the globe live inside a technological home. The evolution of information highway and the global market is expected to generate some sort of internationalisation of thought, culture, tradition technology, education and related in formations. 

Rolling out its service region-by-region, state-by-state, country-by-country, continent-by-continent a social control system has expanded to the like of UN. The same clue can guide the development of an international regulator from country to continent and then to Universe.
We have already proceeded on the path of international regulations. SAARC audiovisual exchange programme is in broadcast for past few years. Similarly Latin American countries particularly their developed bloc viz. Argentina, Brazil are already broadcasting for their zone an interactive programme irrespective of their nationalities. As a major and commendable effort in this regard UN radio / UN TV is broadcasting international programmes without hindrance from the country regulations in which it is beamed. Intact, this example is an ultra liberal one in which no regulator is functioning. 
Of course, no broadcaster worth his business will canvass for no regulator space scenario. This way, if no regulator situation is established, a chaotic catastrophe will hamper the least good for which it has been aimed. So, a regulator is a must. Its indispensability is in the interest of public viewing, broadcaster’s business, and national/international cultural heritage. The most significant question is what should be its character-that of witch hunting CBI or the one of inactive Interpol. 
We are heading for 21st century with a very sophisticated outlook. But, there is the conventional ideologue in Germany, Turkey, Russia, Eastern European countries in Europe, who will not budge even an inch to enjoy international broadcasting. The situation in Asia is not good either. China, Pakistan, Iran, Iraq, Afghanistan and a few small countries are not going to allow any kind of international beaming for the sake of some religious, political or apolitical reasons. For an initiative form elsewhere there is no country to welcome the step. The whole of Africa is biased to initiate it, Europe is too developed to budge clown for an initiation. While Australia is too short of population to have an impact. In Asia, India is suitably a country to have its hand in the fire of international broadcasting regulations. The Broadcasting Bill, imbroglio has taken in its grip the entire audiovisual senses of the nation. In the light of its proposals and provisions, everyone from an individual to a corporate is going to be affected. 
Since Broadcasting scenario is such a recent innovation that it is short of being organised. Investments are on, but still it is to be ratified and regulated. Diversity of intra-border regulations and distinctive identities will not allow the blue baby of daydreams to prosper. International Broadcasting regulation can be established, invoked but there is none to accept its judgment, to be guillotined. 
The author came to dream of this dictum on getting the information of the liberalisation deadline for European telecommunications. The D-day January 1998 is not for away. As every second ticks to the deadline, members of European Cable Communications Association (ECCA) have started to face competition in telephony services for the first time. The rigidity of German and Swiss authorities has hampered the drive. German Deutsche Telecom and Swiss, Cablecom do not want to divert its cable infrastructure. They do not wish to be overruled in their own domain either. Whenever a step with regards to unification of telecom and broadcasting services generates in Europe there is rumours of European FCC. But their drive gets flown away in the monsoon of marketing rights and individual reservations of each country. 
An International regulator is required to investigate abuse of dominant position and other anti competitive particles, including potential mergers, which could affect competition. If these abnormalities are cured ahead of the establishment of the International regulator a single level playing field will generate. Hope it happens! Dream it...
