The Home Ministry has last month officially informed the Information and Broadcasting (I&B) Ministry that it will not insist on security clearance for multi system operators (MSOs) for digital addressable television for cable television.
However, according to I&B officials, the practice of giving provisional licences to some MSOs will continue so that the Ministry may like to check their veracity.
Some Independent MSOs told Cable Quest that the process of giving provisional licence should be got rid of as long as the MSO has a post office registration. Else, it may lead to corrupt practices and deliberate delay by the Ministry official in providing registration to a few selected MSOs as it happened in Phase I & II. Many MSOs had to go to court to get a stay order and continue doing their business.
In the last Task Force Meeting held on 17 August, this point was taken up for discussion however, representative of IBF (Indian Broadcasting Federation) expressed apprehension on the approach suggested by MHA. Infact, the rumour during Phase I was that some independent MSOs were not given Licence by the Ministry at the behest of pay broadcasters.
Representative of the cable operators association had also brought out during the meeting that there were 5,000 headend owners who were MSOs or LMOs. As some of these MSOs/ LMOs have not applied for registration, he felt that it might result in some dark areas in Phase III and IV once the deadline was over. Joint Secretary, R Jaya had assured that the MSO registration was still open and anyone could apply for it.
Last month MIB has granted three permanent MSO and 53 new provisional licences. Till 20 August a total of 372 MSOs had been issued licences, of which 146 were provisional licences. The rest 226 had ten-year licence.

3.Valarr Gokkulam has got permanent registration for notified area in the districts of Coimbatore, Nilgiri and Tiruppur in Tamil Nadu.

4.TJ Cable Network has got provisional registration on 20 August 2015 in Nadia and North 24 Parganas district in West Bengal.
