The fourth open house on media ownership held at Bhubaneswar, with a large number of local multi-system operators (MSOs) and cable operators complaining that no time was given for persons from all over the state to come to the state capital to attend the meet. The meet was addressed on behalf of Trai by principal advisor N Parameswaran and advisor Rajkumar Upadhyay.

Comedy Central has got a stay order from the Delhi High Court against an order stopping the channel's telecast for 10 days for airing obscene and vulgar language, besides being derogatory to women. The MIB had issued a show cause notice to the channel for  violatiry  several provisions of the Cable Television Networks Rules, 1994.

The Telecom Regulatory Authority Of India (TRAI) issued two tariff orders prescribing standard tariff packages for set top boxes (STBs) for digital addressable cable TV systems (DAS) and Consumer Premises Equipments (CPEs) for Direct to Home (DTH) services. The prime objective of these tariff orders, TRAI says, is to ensure effective commercial interoperability.

TRAI has moved a Delhi court against a dozen cable operators for not providing details of subscribers of set-top boxes to multi-system operators (MSO) which is necessary to ensure accountability in digitisation of cable TV services. In its complaints before Chief Metropolitan Magistrate Vidya Prakash, TRAI said cable operators were violating its regulations concerning implementation of Digital Addressable Cable TV System (DAS).

Two channels Comedy Central - a part of the Network18 group - and Manoranjan TV - have been pulled off the air waves following an order from the I&B Ministry. Comedy Central, the I&B ministry says, telecast a raunchy comedy show called "Stand Up Club" at 20:52 hours on 26 May last year and a show called "PopCorn" on 4 July at 7:57 pm. Manoranjan TV, on its part, aired a film with an adult certificate "Ek Chatur Naar" in the afternoon on 11 February last year. While the former has been punished wih a black out order for 10 days commencing 00.01 hrs 25 May, the latter will not be visible for a week beginning 00.01 hrs 25 May 2013.

Raveendran, former judge of the supreme court of India, is the new chairman of the News Broadcasting Standards Authority (NBSA), the self regulatory initiative of the News Broadcasters Association (NBA). He succeeds justice (Retd.) J.S. Verma, chairperson of the NBSA, who passed away in April.

The supreme court has once again rejected an application by the Indian Broadcasting Foundation (IBF) for staying the court proceedings in the Andhra Pradesh and Madhya Pradesh high courts. Chief justice Altamis Kabir, justice Vikramjit Sen and justice S A Bobde fixed 8 July as the date for further hearing on the petition by the IBF challenging the orders in the Karnataka, Gujarat, Madhya Pradesh and Andhra Pradesh high courts.

The Supreme Court admitted for hearing an appeal by cable operators of Delhi challenging the revenue sharing model under the digital addressable system (DAS) for cable television. Chief justice Altamis Kabir, justice Vikramjit Sen and justice S A Bobde also issued notice to the telecom regulatory authority of India (Trai) and I & B Ministry. The court also decided to list for hearing this appeal along with the appeals filed earlier by Incable and Digicable.

I&B secretary Uday Kumar Varma stated that almost 99 per cent digitisation had been achieved in the 38 cities that were part of Phase II of Digital Addressable System (DAS) for cable television. Addressing a meeting of nodal officers from different states, Varma expressed satisfaction at the work being done by the additional secretary C Viswanath, joint secretary (broadcasting) Supriya Sahu and other senior officials.

The TRAI released a consultation paper on “Guidelines/Accreditation Mechanism for Television Rating Agencies in India” on 17th April, 2013, inviting written comments from the stakeholders by 9th May, 2013 and counter comments by 16th May 2013. On request of the stakeholders, the last date for receipt of written comments has been extended up to 23.05.2013 and counter comments, if any, by 30.05.2013.
